Strong motion data at CG3 are modified

Strong motion data recorded at the Central Government Office Bldg. #3 (CG3) were modified.

Polarity Errors in the strong motion records were found and fixed. Acceleration data of channels 1 (208-B2F), 2 (298-B2F), 5 (298-B1F) and 6 (UP-B1F) were replaced negated values.
